CID verification mandatory for drawal of salary of new entrants to govt jobs in J-K

Jammu: The Jammu and Kashmir government has asked all the administrative secretaries, divisional commissioners/deputy commissioners, heads of the departments and managing directors of all the Public Sector Undertakings to identify employees whose CID verification has not been done and ensure that is done expeditiously.

In a circular No.09JK (GAD) of 2021 dated March 3 issued by Commissioner-Secretary General Administration Department, Manoj Kumar Dwivedi, it also asked them to ensure that no new entrant in the government service is paid salary/allowances till verification by the CID.

Referring to GAD’s government orders issued in 1997 and in 2016, the circular pointed out that security clearance from the Criminal Investigation Department (CID) has been made mandatory for drawing slary and allowances of new entrants into the government service. “It has, however, been observed that these instructions are not being adhered to in some departments/subordinate offices, as a result of which many individuals with dubious character antecedents and conduct have been paid salaries and other allowances, without obtaining their mandatory CID verification,’’ the circular read.

Pointing out that a simplified mechanism has been devised in consultation with CID so as to expedite the verification process, it asked to them to scan details of such employees captured on one or two pages duly signed by their supervisory/controlling officer and e-mail them to sspcidhqrs@jkpolice.gov.in.

The details of an employee shall include one’s full name along with one’s father and mother, date of birth, original/permanent address, current address if it is different from permanent address, name of government post current held, mode of recruitment (public service commission, services selection board, or any other), date of initial appointment, highest educational qualification, mobile number, e-mail address and social media accounts including twitter, facebook, instagram etc., besides the name of immediate supervisory/controlling officer, his employee ID and the mobile phone number.

The e-mails containing these details should be sent from government e-mail account to avoid violation of cyber security instructions of the government, the circular said. However, given the urgency of the matter, concerned officers responsible to comply with the requirements may send the references from a non-government e-mail account, it pointed out, adding in that case, it would be mandatory for the information sending officer to first contact the following number 9906514237, or 9419073898.
